Custom website designing in WP with SEO

I need an informative automotive website making on wordpress from scratch not a template. Clean and elegant and high quality in html not flash with good SEO function. The website is purely informative explaining a single product and there are no sales taking place on the website so no need for any e-commerce or basket etc. Just 6 or so pages needed so we're not looking to spend alot of money.
