Hear Rate monitor electronic design

We are looking for a partner with whom we can develop and produce ( mock up / test samples / mass production ) of PCB which can provide the following characteristics. If production is not available we are looking in working only on the PCB design. The Element module is going to be connected through snap buttons to a t-shirt and will receive the information from additional sensors which will be in direct contact with the body.
