Help needed in launching India's 1st Placement news service

This is an initiative by FACE- India's No.1 Skill development company. Our customers are predominantly colleges(UG & PG). One of our new initiatives is FACE Pulse. FACE Pulse is a free WhatsApp based news service for Placement officers & College management continuous news updates on the recruitment landscape once they are subscribed to the service. We launched on May 2nd and we have close to 4K subscribers using this service. The number of subscribers, most of them subscribing organically shows that there is potential to this idea. However, we need help in reaching out to more people. Hence, we are looking for help on the following things: 1. Scraping email ids & phone numbers from the college websites (We have a list of colleges) 2. Calling a few important colleges to inform about the program. We are aggressive in our targets and ready to compensate well if the output is good. Candidates from India are preferable because of their familiarity with the system.
