What's with the unreasonable budget? Do you want someone to actually do the work, or just give you garbage? Anyway, have done various fpc circuits (cable adapters, BGA/QFN carriers, actual small circuits) on flexpcb and can get them manufactured/assembled at decent prices. The bid is absolute minumum I'm willing to take this project for, it may go up after examining the actual requirements.
