I have experience working with the ATmega328, and with switch-mode power supplies, which I think would be best for your project. I'm also very skilled at minimizing PCB size, which saves cost during manufacturing. I set the timeframe as two weeks to give us time to iron out details, but the actual board layout should only take me a day or two.
