simple arduino/raspberry pi project - screen that plays video in fullscreen (without any controllers) from SD card

Hi there!! I'm looking for freelancer who can create me a simple mobile size screens that plays video file from SD card using arduino or raspberry pi or any microcontrollers available. please check this youtube video ([login to view URL]), this is exactly the functionality I need. but it would be great if you can suggest me hardware that fits into the budget and with smaller microcontroller/microprocessor. it is not required to use arduino or raspberry pi, any microcontroller or microprocessor that fits perfect for this project would do. All it have to do is to play videos in fullscreen from inserted SD card one by one, no need of any controls or anything, just plays the video one by one in full screen. suggested screen size: around 4.7 x 3.4 inches project will be awarded to the freelancer who recommends to deliver best outcome with cheapest hardware to choose from.
