Use logisim to create room lock control system

Room Lock Control System: An individual has set room lock control system where this circuit can be used as a power saving circuit. This system automatically counts maximum person enter the room (for example eight persons). The system will lock the door and switches off the lights when the room is empty. The sequence of input values will be the counts of the person who enter or leave the room and the output are indicated with the door is locked and the lights are on/off. You’re required to develop a system which can assist in building this system using simulation tool. Different type of flip flop can be implemented for the system design.
