Freelance .NET or PHP Developer for Ongoing Projects

Hi I am a professional freelance web designer with many years experience in the industry and a solid client base. I use freelance developers for larger jobs - implementing Content Management Systems and such like. My main current developer has finally let me down once too many times, he was a month over a deadline leaving me in a real pickle with a good client - so I'm looking for new candidates to fill his position. I'm looking for someone who can give me a cost breakdown quote based on a supplied brief - together with an expected delivery time. I have no problems with the amount of time you quote for a job (within reason of course) - as long as you meet the deadline you set yourself. I see the relationship as an open partnership between two complementing freelancers. The candidate should preferably be a .NET expert, although I will consider PHP developers. You should have no problems with both Access and SQL databases and *must* be comfortable with the thought of creating bespoke Content Management Systems, E-Commerce systems and any other back-end system that a client may throw at us. I don't like to turn down work, so you must be confident in what you do. You must be happy to work from your own home using your own equipment and able to invoice for your work - I DO NOT pay in cash! All I ask is that you're reliable and charge consistent amounts for similar projects (To help me give rough quotes). In return, I will give you the opportunity to quote for every large website that I deal with - typically about 5 or 6 two-monthly projects a year. If you live in the South East (Kent) this is a major plus - as we can meet to discuss projects in detail. If not, I will still consider you if you are open to occasional travel.
