SEO / 20 Links x 5 languages

My website ist about "internet connections / speedtest" and have several subdomains in some european languages. Normally I do SEO for my sites for myself but here I need someone who help me because the different languages. Now I am looking for about 20 "natural" links for each of the subdomains. The links should be from websites in that language / from that country (tld) . Of course the sites have to be in google index and so on, but the site where the link is must not have Pagerank - it`s more important that the topic is the same, so forums/blogs are ok for example. At the end it should look like "user-generated" links. The 5 languages are: Italy, Spain, UK, Netherlands, France. If someone can handle all the languages it would be great, otherwise I will start 5 different projects, one for every language.
