Create cross-platform “DLL” to communicate with webextension

We are looking for help to create a cross-platform “app” that exposes some OpenCV functions to a Chrome/Firefox extension. Probably this will be a C/C++ project, but we are open to other suggestions as well (Python maybe? C#/Xamarin?). The “app” can be any type of program that works for this purpose and is easy to install for a user. This is a proof-of-concept project.
