1. install vmware on linux machine - Why in vmware? Why not the KVM? If you completely virtualize the server, then why not vmware ESXi? 2. install & configure openVPN IPSec VPN - openVPN <> IPSec. Do you need both protocols? 3. configure debian 8 vmware client 4. configure windows 2008 server - Do you want to put the server on the raised hypervisor? Is there a license for it? 5. configure networking (local and internet) - Now the task becomes clear. You have one server. On it, Linux as a firewall and a gateway to the Internet. A hypervisor is needed to run a Windows server. I'm right? Your solution is working, although I would use KVM instead of vmware. But in such cases I usually do vmware ESXi on the server itself + the MikroTik Cloud Hosted Router on the edge as guest machine + all servers are made virtual.

Do you want to have OpenVPN on a VM on your server? Will you need traffic from your other VMs to route through OpenVPN, or will OpenVPN be for remote access to the VMs? Will you be using local storage for the VMs, or some other storage system?
