openstack expert for bug fix

i am trying to complete an openstack installation openstack version: 3.8.1, OCATA i have done everything as should and now since i have complete the openstack installation i am trying to create a new instance but i cannot. i want to create a new instance but in order to do that i have to create a network first and a subnet. when i try to create a network and subnet from horizon i get an error: Error: Failed to create network "network1": Unable to create the network. No tenant network is available for allocation. Neutron server returns request_ids: ['req-d66b6ec9-fb16-4477-9ca8-f4a287a3a344'] after that i exectuted the following through cli: openstack subnet create --network provider --allocation-pool start=[login to view URL],end=[login to view URL] --dns-nameserver 8.8.4.4 --gateway [login to view URL] --subnet-range [login to view URL] provider openstack network create --share --external --provider-physical-network provider --provider-network-type flat provider and a subnet and nwetwork were create succesfully (through dashboard i still get the same error, but since i did that through cli i tried to proceed with instance creation) then i went to create a new instance via horizon but i get an error at the end of the procecss and the new instance is not created: Error: Failed to perform requested operation on instance "inst1", the instance has an error status: Please try again later [Error: No valid host was found.
