Design and engineer a cantilever shade structure - Repost - open to bidding

I need a shade structure to go over my swimming pool and i think a cantilever is the best way to reach over the pool fence and cover the pool. I need it to be 8 m long with a 6 m projection. The area in Australia I live in has an Ultimate design wind speed of 64.5 m/s or 232.2 km/h. Clean lines are important, not too industrial if it can be avoided. Keeping the cost of the structure to a minimum is a priority but i have access to free concrete, and cheap steel.
