As I understand it, you need an Android app (to be distributed to vendors) and an in-house app for your internal use by staff. The in-house solution can be either an android app or a browser-based web app. Also, there needs to be access control for different operations, eg people should see vendors assigned to them only, dispatch/sales engineer can access the whole data (to view which jobs are approved), only administrator can adding new staff members etc. My suggestion would be a mysql db with php server for data, native android app for vendors and a mobile-friendly website for internal use; but I am open to suggestions. I will provide a demo in 10 days and a final delivery will be made based on your test comments/suggestions.
