Flash MediaPlayer Offline Notification

I would like a script to be created to run checks on either html or php page with flash media players. there will be audio and video on each stream. The system i have, when the stream is down, there will still be video playing but without audio, (error message) will be shown. I need the script, to keep checking the pages on a frequent basis, then send an email to the account i enter, which will in turn send a sms message to a mobile device capable of restarting streams. If there is no audio, then of course my stream will have a problem, and i would like the email to be sent, the sms if you can do that as well then bonus, but if not i will send the email to a client who send sms upon each inbox mail. A little snag, i have a auto refresh feature of my stream, a little complicated but all will make sence when you take the job, every 30 mins, the stream auto refreshes to resolve any issues, this sometimes does not work correctly. Example Working - every 30 mins, the audio will have 2 - 15 seconds mute while the stream reloads, usually 2-3 seconds. Example Problem - After 15 seconds, if there is still no audio, then the stream will not have loaded up correctly and there will be a problem which needs to be resolved. When this happens, that is when i would like the email to be sent to me, not every 30 mins during a stream reload. Happy bidding all. Looking for completion within 4 days.
