Bash Linux script to kill process if it exceed set Cpu limit

Hello, As you clearly stated the requirements, this is a straight forward task and i can perform it professionally. Additionally if you want instead of killing i can use "nice" commands to force to process to fall under a cpu limit value after every 5 minutes. I am simply an expert level Linux admin and i never leave a project incomplete leaving unhappy clients. If you would be unhappy for any reason, i wont ask any money for the project.
