Build some kind of tool (web)

I need to create something like approve and reject buttons that will transfer the line of sentence from 2 txt file to a new 2 txt file. What I want is something like when someone open the page, there will be 2 textareas shown in the page. This 2 textareas will open line by line (the text inside 2 txt files are corresponding to each other). So, it will display the first line(or last line) on the txt file and also the first line(or last line) on the other txt file. When user checks the line of the sentences and approves it, then the user will click the approve button and will save/append/transfer the sentences into another NEW 2 txt file correspond with each other again. And the line that has been transferred on the 2 txt files before will just disappear and deleted. Similarly, when user choose to click the reject button, the sentences on the 2 txt files will just be deleted and no need to save to the new 2 text files. After done with the first line, it will then automatically go to the next line and it goes to the next line until the txt file is empty. I’m not sure if this can be done like this. Any suggestion is okay. Can use HTML, Javascript, Jquery, PHP or other things that related. Just a simple interface would do. No need CSS for this, I just need the tool to works.
