Build a Website

I need someone to finish off a trial page. This page will be the basis for a non-CMS, static and basic HTML web site -- NO WordPress, Drupal or whatever your favourite CMS is. I'll be using the finished page as a sort of template to create all other pages for a simple 10 page web site. The page will be based on the largely finished design I have here at [login to view URL], but you will need to complete a few tasks I haven't done yet: Header image: The header image hasn't been finished yet, but needs to be fully responsive. Menu: The menu isn't completed and needs to be responsive - along the lines of what I've been doing, but nicer and better. News articles: I'd like the four news articles to be responsive. Using your judgement I'd like the news articles to be four wide, then under a certain size they should be a two by two grid with border separating them top-left, top-right, bottom-left, bottom right, and finally, on the smallest screens responsive to one column wide by four rows with only bottom border on the first three (like there is a side border on the first three now). 'Stand out' section: Please make this responsive at 25%, then 50% and then 100% width in line with the widths for the news articles. Footer image: The footer image is NOT going to have the children overlay as I currently have it. I want the hills ONLY responsive under 1920px to use the one image (e.g. 600px viewport width would simply use central 600px of the image. 1366px width would use central 1366px, etc. Height for all resolutions under 1920px wide is to be the same 604px it is now. OVER 1920 px, the image AND the height are to scale. e.g. 3840px wide the image would be 1208 high. CSS/PHP: I need some PHP code to use a different CSS file for each season. The blue highlights will change when spring arrives, spring will change to a new colour scheme for summer, etc. Probably best to actually have PHP load a certain CSS file for each month. I can easily have it load three of the same (e.g. Dec, Jan, Feb), then three of the same (Mar, Apr, May), etc. Finally, I'm open to suggestions on how to make this better, but WILL NOT be using a CMS. Additional: I would like styles included in the CSS for a responsive photo gallery in grid style -- probably similar to either the news or 'stand out' sections. Sample HTML for this would be good too. Finally, if in doubt, ask questions.
