CMS website with reviews from different sources

I am looking for someone to set up a ICO/cryptocurrencies review website. - Each article/blogpost must contain reviews from aprox. 5-10 different sources - Name, surname and rating in percentage for a specific project. It would be nice to have some sort of graphical indicator for the rating. Each article will then have main rating. - On the main page there will be list of ICOs(with link to article) and on the main page rating must be visible next to it. - Optional: one can scroll through the list and list projects according to criteria (ICO end, rating...) This is low budget project, so we suggest CMS with proper pluggins.
