Custom WordPress plugin for subscriber's to submit their locations

I would like to develop a custom WP plugin that has the following: 1- User side (page): - a form that starts with a google map where user can select where his house is. - couple more text fields for user to put: (neighbourhood - Street Name - House Number - extra notes) just text fields. - if the user have already submitted this form before, when he enters the page, he is allowed to edit his entries, and they will go to pending status. - on the page at the top, a box to show the status of the request is presented (Last submission was on date 3/3/2012, the status is approved/pending/rejected) 2- Admin side (page): - a multi-tab page (approved/rejected) page with submittals, username, status of request and action (approve-reject) and a button to click for details. at the top of the page, if there are any pending requests, they should show up on anoter table on the top, above the tabs. - if clicked for details, another details page opens with the map, longitude and latitude coordinates and a table of the information user have submitte and the status of the request and action buttons (approve/reject/set pending) - a page to view users submittals (pending status) and approve address or reject. The status is reported back to user by email. - if approved, a list of all users entries can be viewed (list of users, when user is clicked, all information is shown on a page) - status of an entry can be changed from rejected to pending or approved or vise versa and the change reported to user through email. 3- DB table that has one entry for each user (once submitted) and a column for status 1 active 2 pending 3 rejected. The plugin should have custom theme files so that language and text can be easily changed and edited. Development in English language, but will be translated by us to Arabic afterwards. The admin panel should be user friendly and the tables use the same theme as wordpress tables design and buttons. The user interface should be designed based on the website template, (a design is already made, it will be attached) Regards, Mohannad
