I Need an Ad Serving Platform (like adsense) Created From Scratch With Backstage Tracking and Reporting

We are looking to create a conscious ad network that focuses on delivering relevant ads to relevant websites. We want to create something similar to Google Adsense but far more basic. We just need a platform that can not only serve relevant ads on relevant web pages via keywords, but also the backstage access for our users and affiliates to track their campaigns.
