Point & Figure Charting -- 2

I need a program written that provides me with a desk-top point & figure charting application, that will then mirror anything I do on the desk-top application onto my website so that people on the website can see what I am doing on my desk-top. But it does not need to be live, I can run the website update at the end of each day. And users will not be able to interact with the charts on the website, only call them up and see what I have posted there. PLEASE ONLY RESPOND TO ME IF YOU ALREADY KNOW WHAT POINT & FIGURE CHARTING IS AND YOU DON'T NEED ME TO TELL YOU ALL THE INS AND OUTS OF WHAT IT DOES. Note 1: I only know that I need someone who knows how to write a program. So the skills mentioned with this job are just the ones that popped up automatically, I do not know if they are correct or not. Note 2: I have no idea on how long this will take or how much it will cost. You tell me and I'll chose the best value for money (which means both quality and price are equally important to me). Ignore the budget estimate. They don't give an option for "negotiation".
