Shipping Module Needed for Woocommerce

I own a dokan, woocommerce, wordpress multivendor website. I have enabled dokan shipping which lets each seller specify his own shipping to various locations. Problem is, woocommerce does not offer districts and towns for my country. I want someone to develop a plugin that adds districts and towns of the country to woocommerce shipping module along with postal codes. There are large number of towns in my country. Districts have large number of towns that come under them. District name comes from the major city of that district. eg. District X means the major city of that district is X It is not practical for a seller to set shipping for all those cities. They should be able to set shipping for the district, there are 25 districts each go by the name of major city. It is easier for seller to set shipping for each district rather than individual cities. Shipping calculator should know when seller specifies shipping for a district, all the cities coming under that district should take the same shipping. However, in certain districts, there can be very remote, difficult-to-reach areas. Seller should be able to specify different shipping for such. We should offer a very customizable shipping module for the seller. Cities under each district should get district-specified shipping, unless otherwise a special shipping for a special area is specified. This is very important. eg. Shipping for district X is 100USD. But this district has a very remote and bad road area. The seller sets a special shipping fee for that area. He can set this as 50USD so the total shipping for that area is 150USD or the seller can set it directly as 150USD - this should exclude district fee in this case. ................................ In the front end, when a customer enters his address, the shipping module and calculator should be able to pick exact shipping for his location both with city name or the postal code and show the right shipping. ....................... I posted this before, people bid without an idea, some bid but never respond to messages, some say they can do but stops responding. Please I need a dedicated and genuine person for the job.
