USER TO USER TASK CONFIRMATION WORDPRESS PLUGIN

I want a simple wordpress plugin that will be used as a task confirmation system, between two users in my website. Functions 1. Admin can assign a duty between User A and User B (e.g Admin can say User A pay some money into user B local bank account. 2. Once the admin assign the task to User A there will be a time limit in which User A must fill the task and upload proof of work so that User B can see and confirm. 3. Once User A uploads the proof of payment then his time limit will stop counting against him. 4. User B time limit will start counting against him if he didn't confirm the task within the set counting time. 5. the system must read statics of the task from when the User A uploaded proof of work and when User B confirmed, and a detail of who failed to upload or who failed to confirm uploaded proof within the set time. 6. only the two assigned users can view the task and see uploaded proofs. 7. proof upload should be just one file, not multiple. 8. Admin can monitor last result of the task between user A and user B 9. Alert admin by email or notification once a proof is uploaded, a confirmation is made, or once any failed to complete his side of the task and the counting time stopped. if the time limit reaches the admin will get an uncompleted task notification via email. 10. Alert User A when he is assigned a task to upload proof of work 11. Alert User B when User A has uploaded proof waiting for his confirmation. 12. though the both users can also see and monitor the task from a dashboard. 13. Ability for admin to assign as many task to a particular user and merge the task to be confirmed by another user. NOTE: THIS IDEA IS SIMILAR FUNCTION WITH THE POPULAR PEER TO PEER DONATION SYSTEM KNOWN AS MMM, ANY ONE WHO HAVE EVER USED THE SYSTEM WILL UNDERSTAND BETTER THE KIND OF USER TO USER TASK CONFIRMATION FUNCTION I WANT TO BE BUILT AS A WORDPRESS PLUGIN, BUT IT IS NOT A PEER TO PEER SYSTEM, JUST A TASK CONFIRMATION FUNCTION. 2. User A does the payment or task and will upload proof of accomplishment in jpg and pdf file format
