I will build you a website to which people will connect, asked to create a "profile" where they can choose their interests. You will be able to edit these interests through the admin panel. The users' geolocations will be automatically derived from their IP addresses. This will be using an API which allows 1000 requests per day for free. If you expect more users, we need to get you a paid account. If you want, we can ask users their countries too, that is up to you. All these settings will be stored either on a cookie on the client side or on our servers and we will place a unique ID code on the client side, in a cookie. The video calls will be done using WebRTC, which is a free library that can be used to facilitate video calls. The matchmaking will be done via a modified "stable marriage algortihm" that will create pairs based on countries and interests. The algortihm will also take into account who the users last chatted with and people the users last chatted with will be tried to be avoided for partner selection. The interface will be similar to most video chat services.
