Wordpress Create Paid Blog Form

Hello All, I have wordpress blog, I would like my visitors to post their blogs, what I'm expecting.. - Website Visitor will go to a page (will add link or banner to link to that page) where he select the category of his post (same as the categories list in my blog), then he add Author name, Email, Title and the Post Contents Through WYSIWYG Editor. - When visitor click submit, he will be redirected to PayPal to pay the fees of publishing hist post (we need to be able to edit fees and PayPal email in simple config file). - If the payment done successfully, we should get an email with the blog post and transaction ID or PayPal email of the payment, in addition to two buttons (Approve , or Decline). - If we click approve, Post will be published in my blog. - If we click decline, the post will be deleted from my database and the sender will get an email notification that the post has been declined and he will be refunded within 24 hours.
