Spreadsheet data feeding into a basic animation

I need you to develop some software for me. This is a test project as part of an effort to develop a team for a bigger project I would like you to create a way for an animation to change based on data pulled from a .csv file pulled from excel or google sheets. For this project I want you to find a stock photo of a car, overlay it on a map of USA and show it progressing on its journey using the miles travelled data and location versus date so that as each day passes as the data is run through, the picture of the car is seen to be moving along the map proportionally eg if it travels 300 miles one day it will physically move further than if it travels 150 miles the next day. Ideally I would like this to run on any platform that excel or google sheets runs
