This is a nontrivial task. The dataset you would need for such a application would be huge. First you need a dataset for each language to classify the headlines by language, then you need a dataset for each combination of the language and sentiment to classify by sentiment. This is why, I would suggest you keep the amount of regions and sentiments small. I can try to find existing datasets for each language to save time. I would do the classification using the LSTM neural network.

The phases of my proposal are: 1. scraping 2. Meta-data 3. NLP Pre-processing. 4. Topic modelling. 5. Sentiment Analysis. The Scraping component will be a golang server running python scraper scripts. golang gives the ease of creating several concurrent scraper threads. the second component consolidates the scraped articles based on the web meta-data, and assigns labels : newspaper, geography, authors. The third component performs pre-processing tasks like stemming, POS tagging, removing stop words, performing NER on the articles. The topic modelling component gives us clusters in the articles based on related topics. The topic modelling is a decoupled microservice and thus can test different topic modelling techniques easily to find the best strategy. The final component performs sentiment analysis as a microservice on each article. and assigns a sentiment score. All articles related to a topic cluster can compare sentiment scores based on filters like location, newspaper, authors. The complete pipeline will be built using Docker and orchestrated using Kubernetes for easy deployments.
