traffic speed recognition via cam and sending go-stop-signals to cars

task: use an ldr glued to the red lamp of a red light for determining the red interval, and find a way to send out red light gps data, interval and 3 color distances, and tell me what device (preferably navi ) can receive and display the data (seconds to red, meters that will still pass on green phase). so i am looking for someone being familiar with the opendatacam project or equivalent systems who can detect traffic speed (ie according to buildings length?) and create a system that can send out directed wireless signals (<1km) on a suited frequency, so that a detecting device (ie modified navi) receives the distance signal (including red light s gps position and analyzing direction), verifies the situational validity, defines its "green status" and indicates to the driver if he will pass on the actual phase or not. later stages could do more with that info, determine accidents, alerts authorities, etc it is my understanding that ie opendatacam can already do more than that, so additional info such as traffic counting (per hour/day/month/year) may also be offered to the communities in order to get funding. please tell me if you are interested in such a project, if you can deliver such system and what would be needed. what high quality all-weather cam do you suggest, what signaling device and how to direct standard frequences (does that make sens?)? we could start by an ldr glued to the green light just for demonstration purposes. you would be responsible for choosing hardware and do the whole project and demonstrate on your street. dont ask me what frequency to use, just find a suitable one (directed bluetooth? IOT receiver?)
