I have a lot of experience with servers like this, 10K user environment. What you are looking for is a remote desktop/terminal service installation. When licenses are bought (RDS User cals) I could install this and configure group policies in about a day. You should consider using windows virtual desktop in azure, it's not that expensive and works well in combination with office 365.
