Model and rig a game character and its assets

My company for a new unannounced project need to outsource the production of a 3d model for a video game and all its relative assets. This game characters will be used to procedurally create random NPCs in our game, so it must be modular (es. it should be easy to switch face, clothes or hair types). Blend shapes for customizing different body parts and facial expressions are required, the blend shapes must be included for the clothes too. The character must be rigged and animation ready. Animations are not required, but if you think you can provide it too we may evaluate that option. Final Requirements: 1 Female Character Model + Blend Shapes + Rigging 3 Face types 3 Facial blend shape expressions 6 Hair types 10 Clothes types + Blend Shapes Triangle budget 20/30k for full clothed character. The work must be an original work, with a distinct visual style (references will be provided). Character and all assets must be exported separately as fbx files.
