From description of your situation it seems like the vocals are done badly and need to be completely reconstructed. Autotune is not always the best solution of the problem, but might work as one of the steps towards final results that will please its listeners. This offer is over budget set, but also does the service provided overcome the original demad, as we see more steps such as editing might be a part of a solution. However - it is always hard to judge without actually listening to the song.
