Simple Windows app to process .csv file

I require a Windows application to process a .csv file and output as a text file. There are two columns in each csv file. The first column has repeated data, between 2-4+ rows. Each row in the second column is unique but the data corresponds to the data in the first column. The csv files are data files for articles. An example output would be (line separated); {a1~b1~b2~b3~b4} {a5~b5~b6~b7~b8} I have attached an example csv file with an example output text file. A further requirement is that in some cases the first column should be excluded. This should be a very easy application to develop and as such the budget is at the lower end of the scale.
