Hey there, Your project sounds like openCV would be the perfect candidate for it. How I would do the project is by doing a background subtraction (removing non still things), then running a blob detector and taking the user threshold for amount of pixels moved. OpenCV also allows me to easily record video, and I would use flask to serve a livestream. User options would be done using a RESTFUL api for changing parameters, and I would use an SMTP api to send emails
