pro designer for css/xhtml with DIV tag $150

We need a good pro designer who can work on css/xhtml with DIV tag layout only SEO Semantic Code, Load Speed Optimization web [login to view URL] have 5 web site to design the candidate has to one by one and payment will clear one by one [login to view URL] don’t ask money before it done the job. It is for a 4 small web site with 4 to 5 page and 1 medium about 10 to 12 page site, $150 for medium site (pls when making it in css/xhtml pls do not use too many images - except the logo – Optimized for top Screen Resolution & be table-less and fully CSS valid xhtml valid. It should be clean and stylish looking but fairly simple website. The website must be multi browser compatible. Should be build in Adobe cs3 or Adobe cs4 we will use these layout for dynamic site which our php programmer will handle it. We have a logo already and this should be used.
