Create Contract Template, Import Data and Fill Data Field

I want to create a software that will have scanned in contract templates that will have form field entry points that will be imported from something like Excel or Access or any other ideas. Once the data is imported and the contracts will be turned into a .pdf and saved to a designated location with the option of being printed out. Then the contract and attachments will be emailed out and tracked for future follow up with email templates that can be created.
