Yes.. This is totally possible using Reporting Services. I can design reports that connect to SQL Azure and deploy them in Cloud itself. And Permissions can be given to users on what reports to be seen and what not. I am a Microsoft Certified SQL server Developer and had 8 years experience working these kind of requirements.
