Create excel spreadsheet

I need an excel spreadsheet to run a golf league. 1. 20 to 25 individual players play in a weekly golf competition over a 12 week period. 2. Competition is either Stableford where the winner is the one with the highest points or Strokeplay where the winner has the lowest score. 3. League points are allocated each week with the best score (either high or low) receiving 10 points and second best 9 points down to 1 point. But, if two or more players both have the same score and qualify for points, they both receive the same number of league points. 4. Six players will have handicaps with respect to calculating league points that is: 0.5, 1, 1.5, 2, 2.5 and 3. These are either deducted from the weekly score or added according to point 2 (above). So in strokeplay if a player scores 70 and wins the weekly competition, his league points would be calculated according to his score (70) plus his handicap (eg 2.5) and the league points would be calculated as if his score is 72.5. 5. The winner of the league is the person who has the highest number of league points at the end of the 12 week period, but only the best 8 scores out of 12 are counted. The spreadsheet should enable a non-technical person to simply enter the players weekly score and all other calculations are done automatically.
