website to validate swf ad banners

I require a website that can validate SWF flash ad banners against preset rules, eg of rules: 1) if banners are setting cookies 2) size and dimensions of SWF is within specs 3) whether or not SWF banner is expandable, if so what are the sizes and are they within specs 4) if clickTAG is used 5) File loading elements 6) Video file *if any 6a) Video file format 6b) Video length basic informational data 1) File weight (backup images & SWF files – initial & expanded if they're expandable) 2) File dimension 3) Flash version 4) AS version sources of banners 1) uploaded to website 2) emailed to a predefined address -> SWF/tags would be processed and report will be emailed back to sender 3) 3rd party vendor tags (eg Mediamind and DoubleClick) The tags also need to verify & identify how many different creative versions is within 1 tag and to also verify if ALL creative under the same tag is within specs. ie. some tags can be serving multiple different ads from the same tag, the system must be able to identify all different banners and produce individual reporting. IF possible, i would want the system to be able to allow minor changes to the SWF ActionScript code, compile and made available for downloading. the attached pictures of a site that has a subset of what I want to achieve.
