Build a Website

I recently bought a shoutcast V2 server, its 96kbps with 150 listeners run by centova cast. It came with a free cpanel web hosting2 - free radio web hosting. I am currently using a sub domain but once a freelancer can get the website going for me i would purchase a real domain and the freelancer can set that up too. Anyways my main dilemma is i have no clue what im doing. I am a DJ not a web designer. It supposedly comes with RV site builder. Anyways I am looking for someone to build me a unique website with the cpanel webhosting2 and set up the radio on the website. So all i have to do is play music, make playlists, i can add djs, and make the emails it comes with. I would prefer if the person I hire gave me options while making it the options, for example, i would like a thing for requests, the cpanel webhosting and the centova are already connected. Please reply with any questions. Also i would prefer some experience with this sort of thing before. I will attach a photo of the centova cast layout. I would do the same with the webhost but its not letting me go on the adress. Another thing I have no idea about.
