Do an Animated.PNG icon 50x50 px Only png format.

I was conned and cheated by the previous designer HasMad he stole my money and ran, do not use this scammmer HasMad is a fraud. I need a animated folder icon in a .PNG format, I have the animation already in a gif format but i need it redone in a PNG format, I also have the full PSD for the animation. If you can create an animated folder icon in PNG format let me know, here is the image from my site: [login to view URL] what i need is that the green skull fades in and out note* only the SKULL needs to animate, and the outer circle stays static, also i need the fading to go slowly not super fast. please note that the square is 50x50 but the size for the circle with the skull is only 38x37.
