I need someone to develop an Android Application

I need an app that will make an Android tablet screen light up and flash when an e_m_ail comes in. If this could be specific to the sender of the e/m/ail, even better. So, the alert for an e/m/ail (g/m/ail, y/a/h/o/o, or whatever) would cause the screen to flash brightly and repeatedly (even if it had been in sleep) until a person interacted with the device and opened the e/m/a/i/l. We send food orders to restaurants via e/m/a/i/l. They do not notice the e/ m/a/il/s. We want the Tablets to FLASH when our e/m/a/i/ls arrive in their inbox. So, really we need this for ANDROID. Do you understand that all i want is for the screen on the android to flash and be an alert?
