Food scanning App

We need a replica of [login to view URL] in terms of function. We will need a fresh design. The main function of this app is to scan products. Identify it to be Halal or not and then suggest alternatives if not Halal. I need a complete solution. Design front end admin Scanner and recommendation mechanism - Find the right API for the scanner. Please find the best one for this App. Hopefully a Public API but we're happy to work with a Paid option too depending on the cost. (This is the most important function) Suggest best platform for a hybrid IOS and Android Release Timelines and cost estimation included.
