add ALERT POPUP to my chat system

my dating site has a chat system....www.sephardicdating.com....its in PHP i believe the CHAT feature is JAVA but i am not certain... 1) basically what i want is if i invite you to chat with me you will get a pop that says i want to chat with you...do you ACCEPT or REJECT, the time and date of the request....a simple popup will not work because it will be blocked ..so i need a special alert.. 2) coder needs to design the popup entirlely...i will provide sketches also, the popup should make an alert sound or flashing...
