Cell / Mobile Phone Auction Site

To design a website based on eBay so that customers can list mobile phones (faulty and working) and mobile phone products. Must be able to specify shipping regions/countries. The design must be fresh (not a template) and stylish easy to use and secure. Logo design will be required as part of this project. This needs to be totally fresh code as we will require some intergration with our system, a phone serial number lookup from an existing database and fields and catagories relating to mobile/cell phone items. Basic feedback system based on our own rules and payment systems designed involving Barclays epdq card payments (via our presetup payment gateway to collect payment for sellers on a comission), paypal, nochex and offline (cheque, postal order and Bank transfer) methods. Customers will be charged to sell via a subscription fee not a listing and a end of listing fee (via card details or paypal subscription service). Dispute system connected to feedback, neutral and negative feedback would need to be approved by an admin user. The site will require cron jobs to upload details of listed items to google base and the ability to read new listings from FTP uploaded files and/or web submitted list files in CSV/TAB format which then can process and download images from another website. (This is alongside any web based listing feature) Good Image design would be essential, I would prefer the site to be made in PHP but I am open to other language suggestions. I would describe this project to be aimed as a micro eBay clone and I dont need half the boldness excessive buyer and seller tools!
