Build a tracking system on a website

My courier company website requires a parcel tracking system. Customer point of view: They have a 6 letter code they can enter in a box on the website and they will see in what stage the parcel is in (in warehouse, in transit, delivered or something else). Company point of view: Some sort of a solution that can be accessed on a mobile phone (Samsung - android) where I can change the status of the parcel easily - perhaps with a drop-down selection or radio button selection and then save. I don't know how you can do it but I guess it requires some sort of a database. I need to have easy web based access to that to edit it on a PC and mobile. The database should have more capability than just the tracking code and status. but also additional comments I can add myself, and a picture I can upload to it. I am not in a hurry but hope to get it done in time, I hate delays. The server the website (domain) is hosted is capable of all scripts and databases.
