iPad App with mysql offline to sync when online

Need developer for an App with the following specs: Currently I have a Web App that drives my database, is a mysql database, the functions are done via php and javascript. I need a iPad app that i can create events offline (same functions as the web app), keep them in memory and sync to the database when it goes online. Functions Offline: Log in, create events in an inApp internal database (register visits, products,etc..) and save them in memory. Functions Online: Sync the information in the internal database to the Web App database, and make an up to date copy of the database so when it goes offline, you have the latest info up to the last Sync, and be able to create events in the database also when is online.
