Website Creation (Joomla)

I am creating a website that will allow users to create accounts and rate movies. I'd like to pull from the open movie database ([login to view URL]) as the basis for searches. It's a free/open source service and will provide an API key. I can design the look of the site in Photoshop and you can apply that to the site, so I won't need much web design work, mostly programming. The site should have a clean, contemporary "web 2.0" kind of look and be fast and easy to use (something in the neighborhood of the look of the attached image, which I pulled from a Joomla template site). I'd like to use Joomla for the site creation, since I've been advised that it's a good fit for what I want to do and because I have a basic familiarity with it already. I'd like to implement a forum section on the site (such as Discussions - [login to view URL], or Kunena - [login to view URL]) Users should be able to search for films to rate by searching exact matches, partial titles, near matches, actor names, or director names. Each movie's page will list the movie title, year, director name, top-billed actors, a brief film summary, poster thumbnail, and a link to a preview on YouTube (if available). All of these criteria are available through themoviedb. Actor and director names should be clickable and should bring up additional films. Rated movies on my site will have average scores based on users' ratings, and in an area of the site, users will be able to see a list of the lowest-rated movies. When users rate movies, they should be able to do so on a scale of 1-5 (similar functionality to Netflix or IMDb, where a user can click on the number of stars they want a movie to receive). I'd like the site to be mobile-friendly. (There is a popular Joomla auto template switcher extension that will help with this.) A tight deadline is not part of this job - we have some timing flexibility. Please let me know if you need clarification on any part of this job description!
