Link Exchange Script

I am looking to either purchase a script or have a script made for a Link Exchange Website. The script must have the following: paypal options options to convert to free or pay. admin panel The script must be able to automate link exchanges between 2 webmasters, and be able to verify the link is present. Basically what I am looking for is a website like one of the following: [login to view URL] [login to view URL] [login to view URL] I don't want a website that requires the webmaster to place a code on their site. All link exchanges should be verified through my website. I want to start this NOW. I don't want a rookie freelancer, or someone just guessing they can do this and never have before. As a matter of fact, I would prefer software or an existing script. Bear in mind, I am looking for a LINK EXCHANGE WEBSITE WITH PAYING OPTIONS, not link echange page.
