SMS Server using GSM Modem connected to PC

I have a hardware which operates on the commands sent by mobiles as SMS. I have such hardware in count of 100s. Its been tested by sending sms to individual unit and receiving the response on mobile itself but now it turned complex to handle all units by mobile. I want to develop a system which will track all my sent and received SMS's in database which I can check anytime down the line. This system will need a GSM modem to be connected to COMM PORT of computer. I need it in PHP because if I want it to host it on our static IP server then I should be able to check my detail and status of individual unit from anywhere in the world. Deliverable shall be only software part including deployment process and database, Hardware- GSM Modem we won't need it from you.. Bid open for only experienced Developer.
